Michigan note: Michigan overhauled its fuel tax structure effective January 1, 2026 (Public Act 20 of 2025). The 6% sales tax on fuel was eliminated and replaced with a single inflation-indexed excise tax of 52.4 c/gal, set by statute as 51 c/gal × (1 + 2.7% inflation) = 52.4 c/gal. Because all fees are now rolled into the unified excise, the excise and combined rates are identical. The EIA corrected its reporting in March 2026 (prior excise was 31.0 c/gal).
